Considerations Before You Ride in Israel

To ride a scooter or motorcycle in Israel, you need a valid driving licence that covers the appropriate category of two-wheeled vehicle. A car-only licence should not be assumed to cover a scooter or motorcycle, so check that your licence entitlement matches the type and power of the vehicle you intend to hire.

For UK visitors, current UK government guidance states that you should carry your UK driving licence together with a 1968 International Driving Permit (IDP) when driving in Israel. The IDP accompanies your normal licence rather than replacing it, and both should cover the appropriate vehicle category.

You should obtain the IDP before travelling, as a UK-issued permit cannot be obtained once you are abroad. Rental companies can also impose their own minimum age, licence and riding-experience requirements, so check the conditions for your chosen scooter or motorcycle before booking.

There is no general nationwide restriction preventing scooters or motorcycles from using ordinary public roads in Israel, but individual roads and areas can be closed or restricted by the authorities. Always obey road signs, police instructions, checkpoints and temporary road closures, particularly when travelling beyond Tel Aviv.

Access can be much more complicated around the West Bank, Gaza border, northern Israel and international border areas. Checkpoints and road closures can appear at short notice, some routes are subject to security restrictions, and Route 10 alongside the Egyptian border is sometimes closed. Current UK travel advice also advises against travel to certain areas because of the security situation.

Conditions can change quickly because of security incidents, military activity, demonstrations or severe weather. Before any longer ride, check current travel advice and local information to make sure your planned route is open, and never attempt to enter a closed military or restricted area.

A protective helmet is legally required when riding a scooter or motorcycle in Israel. The requirement applies to both the rider and any passenger. Israeli rules also prohibit the use of inadequate half-helmets, so you should use an approved motorcycle helmet that fits properly and is securely fastened.

Other protective riding equipment such as gloves, a motorcycle jacket, protective trousers and sturdy footwear is not generally compulsory in the same way as a helmet. However, appropriate protective clothing is strongly recommended because scooter and motorcycle riders are considerably more exposed in an accident.

Do not assume that helmets or other protective equipment will automatically be supplied with your scooter. What is included depends on the individual rental, so check before booking. If a helmet is provided, inspect its condition and fit before riding and make sure a suitable helmet is available for your passenger as well.

Yes. Israel has different minimum licensing ages according to the motorcycle category. An A2 licence, which covers motorcycles up to 125cc and 11kW, can be obtained from age 16. The minimum age rises to 18 for an A1 motorcycle licence and 21 for the unrestricted A category.

These are legal licensing ages rather than scooter-hire age limits. Rental companies can set a higher minimum age and may also require you to have held the appropriate motorcycle licence for a certain period. Requirements can therefore vary according to the scooter or motorcycle you choose.

Always check the age and licence requirements shown for your chosen vehicle before booking. Meeting Israel’s minimum legal riding age does not necessarily mean that you will be eligible to hire every scooter or motorcycle available.

Yes. If you are travelling from the UK, current UK government guidance says you should carry a 1968 International Driving Permit (IDP) together with your valid UK driving licence when driving or riding in Israel. GOV.UK

An IDP does not replace your normal driving licence, so you should carry both documents with you while riding. Your UK licence must also give you the appropriate motorcycle entitlement for the scooter or motorcycle you intend to hire.

You must obtain the IDP before travelling because a UK-issued IDP cannot be obtained once you are abroad. A 1968 IDP is normally valid for three years, or until your UK driving licence expires if that happens sooner. GOV.UK

Traffic in Israel drives on the right, so keep to the right-hand side of the road and overtake on the left. Follow traffic lights, road signs, lane markings and police instructions, and observe posted speed limits. Police use speed cameras and radar enforcement on Israeli roads.

Both the rider and passenger of a scooter or motorcycle must wear a properly fastened helmet. Maintain a safe distance from other vehicles, use indicators when changing direction or lanes and take particular care at junctions, where motorcycles can be difficult for other road users to see.

Be aware of local restrictions when planning your route. Some roads and neighbourhoods can close to vehicle traffic during Shabbat, particularly in ultra-Orthodox areas, and temporary road closures can occur because of security incidents or demonstrations. Check that your planned route is open before setting out on longer journeys.

Do not assume that comprehensive insurance is automatically included with your scooter hire in Israel. Motor vehicles must have compulsory insurance, but this should not be confused with comprehensive cover for damage to the rental scooter, theft or every cost that could arise following an accident.

The level of additional cover included can vary between rentals, so check the booking conditions carefully before confirming. Look for details of third-party cover, damage and theft protection, the insurance excess or deductible, security deposit and any circumstances in which you could become personally responsible for costs.

You should also check your own travel insurance before riding. Standard travel policies do not always cover hired scooters or motorcycles, and restrictions can apply according to engine size, licence entitlement and the activities covered by the policy. Make sure your insurance specifically covers the scooter or motorcycle you intend to ride.

There can be additional charges on top of the advertised scooter hire price, depending on the rental terms and the vehicle you choose. Always check exactly what is included in the quoted price before completing your booking.

Possible additional costs can include a security deposit, insurance excess or optional additional insurance, extra equipment, an additional rider, late-return charges and fees for extending the rental period. Some rentals may also impose mileage limits, with an additional charge if you exceed the agreed allowance.

The amount and type of additional charges vary between rentals, so check the booking conditions carefully. Pay particular attention to the security deposit, insurance excess, fuel and mileage policy, what equipment is included and the conditions for returning the scooter. Any compulsory charges should be identified before you confirm and pay for your booking.
