Considerations Before You Ride in Mongolia

To ride a scooter or motorcycle in Mongolia, you need a valid driving licence with the appropriate motorcycle entitlement for the type of vehicle you intend to hire. A standard car entitlement should not be assumed to cover a scooter or motorcycle.

If you are travelling from the UK, you must carry your valid UK driving licence together with a 1968 International Driving Permit (IDP). The older 1949 IDP is no longer accepted in Mongolia. Your IDP accompanies your UK licence rather than replacing it.

Rental companies can impose additional requirements, such as a minimum age or a minimum period of riding experience. Before booking, check that your licence category covers the scooter or motorcycle you have chosen and that you meet the individual rental conditions.

There is no general nationwide ban preventing scooters or motorcycles from using Mongolia’s ordinary public roads. However, local authorities and police can temporarily restrict or close roads, and riders must follow any signs, barriers or instructions in place.

An important exception is Mongolia’s border areas. Foreign nationals are not routinely allowed into these zones, which can extend as far as 100km inland from the international border. Permission from the State Frontier Guard Authority is required if you intend to travel within a restricted border area, and only specified border crossings are open to foreign travellers.

Restrictions can also apply in protected natural areas, where vehicles should remain on approved routes rather than creating new tracks. Outside Ulaanbaatar, many routes are unpaved and conditions can be extremely remote, so check your intended route and local conditions before setting out.

Mongolian road rules require both the rider and any passenger on a motorcycle to wear a protective helmet. This also applies to mopeds, so you should expect to wear a helmet whenever riding a hired scooter or motorcycle on public roads.

A helmet is the main item of protective wear specifically required by Mongolia’s road rules. Protective jackets, gloves, long trousers and sturdy footwear are also strongly recommended, particularly when riding outside Ulaanbaatar where roads can be rough, journeys remote and weather conditions change quickly.

Whether a helmet or other protective equipment is supplied depends on the individual rental. Before booking, check whether helmets are included for both rider and passenger, whether there is an additional charge and whether suitable sizes are available.

Yes. Mongolia sets minimum legal ages for riding motor vehicles, and you must be old enough to hold the appropriate licence for the scooter or motorcycle you intend to ride. For motorcycles requiring category A entitlement, the minimum age is 18.

The legal riding age does not necessarily determine the minimum age for hiring. Rental companies can set a higher minimum age and may also require you to have held your motorcycle licence for a certain period before they will rent a scooter or motorcycle to you.

If you are visiting Mongolia, check the individual rental conditions before booking. Your age, motorcycle entitlement, riding experience and the type of vehicle you choose can all affect whether you are eligible to hire it.

If you are travelling from the UK, yes. You need a 1968 International Driving Permit (IDP) together with your valid UK driving licence to drive or ride in Mongolia. The previously accepted 1949 IDP is no longer valid for use in Mongolia.

An IDP does not replace your UK licence, so you need to carry both documents. Your UK licence must also include the appropriate motorcycle entitlement for the scooter or motorcycle you intend to ride.

You should obtain your IDP before travelling. Visitors from countries other than the UK should check which driving documents apply to licences issued in their own country before hiring a scooter or motorcycle in Mongolia.

Mongolia drives on the right-hand side of the road, so visitors from the UK should take particular care at junctions and when joining traffic. Riders must follow local traffic signs and signals, and both motorcycle and moped riders and their passengers are required to wear helmets.

Road conditions can be very different from those in the UK. Traffic in Ulaanbaatar can be heavily congested, while outside the capital much of the road network is unpaved and signposting can be limited. Speeding, poorly maintained vehicles and difficult road conditions contribute to a high number of accidents.

If you plan to ride beyond Ulaanbaatar, research your route carefully and avoid assuming that a road shown on a map will be paved or clearly marked. Mongolia’s remote terrain and rapidly changing weather can make journeys considerably more difficult, so carry adequate supplies and allow plenty of time.

Do not assume that all insurance is automatically included with a scooter hire in Mongolia. Mongolia requires motor vehicles, including motorcycles, to have compulsory third-party liability insurance, but this is intended to cover injury or property damage caused to other people. It does not necessarily cover damage to the scooter you are hiring.

The protection provided to you as the renter depends on the individual hire agreement. Damage or theft cover may be included, offered as an optional extra or subject to an excess. A security deposit may also be required and can be separate from the insurance excess.

Before booking, check exactly what insurance is included, the amount of any excess and security deposit, whether theft and accidental damage are covered and whether any exclusions apply. Also check your travel insurance, as some policies restrict or exclude cover when riding scooters or motorcycles.

There can be additional charges on top of the advertised scooter hire price, depending on the rental terms and the vehicle you choose. Always check exactly what is included in the quoted price before completing your booking.

Possible additional costs can include a security deposit, insurance excess or optional additional insurance, extra equipment, an additional rider, late-return charges and fees for extending the rental period. Some rentals may also have mileage limits, with an additional charge if you exceed the agreed allowance.

The amount and type of additional charges vary between rentals, so check the booking conditions carefully. Pay particular attention to the security deposit, insurance excess, fuel and mileage policy, what equipment is included and the conditions for returning the scooter. Any compulsory charges should be identified before you confirm and pay for your booking.
