Considerations Before You Ride in Kazakhstan
To ride a scooter or motorcycle in Kazakhstan, you need a valid driving licence that covers the type and engine capacity of the vehicle you intend to ride. You should not assume that holding a standard car licence automatically allows you to ride a scooter or motorcycle.
Kazakhstan has separate motorcycle licence categories, and the entitlement you need depends on the vehicle. When hiring, make sure the motorcycle entitlement shown on your home licence is appropriate for the scooter or motorcycle you choose. Rental companies can also impose their own licence, minimum-age and riding-experience requirements.
If you are travelling from the UK, you need to carry your valid UK driving licence together with a 1968 International Driving Permit (IDP) when driving in Kazakhstan. The IDP does not replace your licence, and it must be obtained before travelling to Kazakhstan.

There is no general nationwide ban preventing scooters or motorcycles from using Kazakhstan’s ordinary public roads. However, access depends on the type of vehicle you are riding, and you must obey any local signs prohibiting motorcycles or other vehicles from particular roads or areas.
Kazakhstan makes an important distinction between motorcycles and lower-powered mopeds. Scooters over 50cc are generally treated as motorcycles and can use motorways where motorcycles are permitted. Mopeds and similar lower-powered scooters are prohibited from motorways, as are vehicles that cannot maintain a speed of at least 40 km/h.
Road access can also be temporarily restricted because of severe weather, snow, flooding, roadworks or other safety conditions. This is particularly relevant when travelling beyond Almaty into mountainous areas, where conditions can change quickly. Check local conditions before setting off and never enter a road closed by the authorities.
Kazakhstan law requires both the rider and any passenger on a motorcycle or moped to wear a properly fastened motorcycle helmet while riding. This applies to scooters that fall within the country’s motorcycle or moped classifications.
A helmet is the principal item of protective wear specifically required for scooter and motorcycle riders. Protective jackets, gloves, long trousers and suitable footwear are strongly recommended for additional protection, but they are not generally compulsory motorcycle clothing under Kazakhstan’s national road rules.
Whether a helmet is supplied with a hire scooter depends on the individual rental. Do not assume that protective equipment is automatically included in the advertised price. Check before booking whether a helmet is provided for both the rider and passenger, whether there is an additional charge, and whether suitable sizes are available.
Yes. Kazakhstan’s licensing rules set minimum ages according to the type of scooter or motorcycle. The A1 category, which covers motorcycles up to 125cc and 11kW as well as mopeds, is available from 16 years old. A full category A motorcycle licence is available from 18 years old.
These are the legal minimum ages for holding the relevant Kazakh driving entitlement, but they do not automatically determine the minimum age for hiring a scooter. Rental companies can set higher age limits and may also require you to have held the appropriate motorcycle licence for a minimum period.
If you are visiting Kazakhstan, check the conditions for the particular scooter or motorcycle before booking. Your age, licence category, riding experience and the size of the vehicle can all affect whether the rental company will allow you to hire it.
If you are travelling from the UK, yes. You need a 1968 International Driving Permit (IDP) alongside your valid UK driving licence to drive or ride in Kazakhstan.
An IDP is not a replacement for your normal driving licence. You must carry both documents, and your UK licence must already include the appropriate motorcycle entitlement for the scooter or motorcycle you intend to ride.
You need to obtain the IDP before travelling, as UK-issued permits cannot be obtained once you are abroad. Travellers from countries other than the UK should check the requirements applying to licences issued by their own country before hiring a scooter.

GOV.UK – Check which International Driving Permit you need
Kazakhstan drives on the right-hand side of the road, so visitors from the UK should take particular care at junctions, roundabouts and when pulling onto the road. Riders and passengers must wear a fastened motorcycle helmet.
Motorcycles must use dipped headlights or daytime running lights during the day as well as appropriate lights at night or when visibility is poor. Observe posted speed limits and road signs, and be prepared for traffic conditions and driving standards that may differ considerably from those in the UK.
Extra care is advisable outside Almaty and other major cities. Road surfaces can be poor, roadworks or damage may not always be clearly marked, and animals can stray onto rural roads. Mountain and rural routes can also be affected by snow, ice and rapidly changing weather, so check conditions and road closures before longer journeys.

Do not assume that all insurance is automatically included with a scooter hire in Kazakhstan. Kazakhstan requires compulsory third-party liability insurance for motor vehicles, but this is different from insurance covering damage to or theft of the scooter you are hiring.
The level of protection provided to you as the renter depends on the individual hire agreement. Some rentals may include additional cover, while others may offer collision or theft protection as an optional extra. Even where additional insurance is included, you may still be responsible for an excess if the scooter is damaged or stolen.
Before booking, check exactly what insurance is included, the amount of any excess or security deposit, whether theft is covered and whether there are exclusions that could leave you responsible for the full cost of damage. It is also worth checking your travel insurance, as some policies restrict or exclude cover when riding scooters or motorcycles.

There can be additional charges on top of the advertised scooter hire price, depending on the rental terms and the vehicle you choose. Always check exactly what is included in the quoted price before completing your booking.
Possible additional costs can include a security deposit, insurance excess or optional additional insurance, extra equipment, an additional rider, late-return charges and fees for extending the rental period. Some rentals may also have mileage limits, with an additional charge if you exceed the agreed allowance.
The amount and type of additional charges vary between rentals, so check the booking conditions carefully. Pay particular attention to the security deposit, insurance excess, fuel and mileage policy, what equipment is included and the conditions for returning the scooter. Any compulsory charges should be identified before you confirm and pay for your booking.
