Considerations Before You Ride in Pakistan

To ride a scooter or motorcycle legally in Pakistan, you need a valid driving licence that covers the appropriate type of two-wheeled vehicle. A car-only licence should not be treated as sufficient for riding a motorcycle or scooter, so check that your licence includes the correct motorcycle entitlement.

For UK visitors, you should carry your valid UK driving licence together with a 1968 International Driving Permit (IDP). UK government guidance specifically states that both documents are required when driving in Pakistan, and warns that travellers without the correct documentation could face police action.

You should obtain your IDP before travelling, as a UK-issued IDP cannot be obtained once you are abroad. Rental companies may also impose their own minimum age, licence and riding-experience requirements, so check the conditions for your chosen scooter or motorcycle before booking.

There is no general rule preventing scooters or motorcycles from using ordinary public roads in Pakistan, but individual roads can prohibit motorcycles where indicated by traffic signs or local restrictions. Always follow road signs, police instructions and any temporary closures in force.

Foreign visitors should be particularly careful when planning longer journeys outside Islamabad. Advance permission may be required to travel in parts of Khyber Pakhtunkhwa, Balochistan and Azad Jammu and Kashmir, while access is restricted around sensitive locations such as military installations and some international border areas. You may also be asked to obtain a No Objection Certificate before travelling in certain areas.

Road access can change at short notice because of security conditions, protests, landslides, snowfall or other severe weather. This is particularly relevant on mountain routes in northern Pakistan. Check current local conditions and travel advice before setting out, and never assume that a route shown as open on a map will necessarily be accessible.

A crash helmet is legally required when riding a scooter or motorcycle in Pakistan. The requirement applies to both the rider and pillion passenger, and Islamabad Traffic Police actively enforces helmet use. A properly fitting, good-quality helmet should therefore be considered essential for every journey.

Other protective riding equipment such as gloves, protective jackets, trousers and suitable footwear is not generally compulsory in the same way as a helmet. However, wearing appropriate protective clothing is strongly recommended, particularly when travelling beyond Islamabad or riding on faster, rougher or mountainous roads.

Do not assume that suitable protective equipment will automatically be supplied with your scooter. What is included varies between rentals, so check whether helmets are provided for both rider and passenger before booking. You should also check their condition and fit before setting off and consider bringing your own protective riding equipment if required.

In Pakistan, the minimum legal age for riding a motorcycle is 18. Islamabad Police also specifies 18 as the minimum age for obtaining a motorcycle learner permit, so anyone riding a hired scooter or motorcycle must meet the legal age requirement and hold the appropriate licence.

The legal riding age does not necessarily determine the minimum age for hiring a scooter. Rental companies can impose their own age requirements and may set a higher minimum age depending on the vehicle, insurance conditions or the rider’s experience.

Always check the age and licence requirements for your chosen scooter or motorcycle before booking. Meeting Pakistan’s minimum legal riding age does not automatically mean that you will be eligible to hire every vehicle available.

Yes. If you are travelling from the UK, you need a 1968 International Driving Permit (IDP) together with your valid UK driving licence to drive or ride in Pakistan. The IDP does not replace your normal driving licence, so you should carry both documents with you while riding.

Your licence and IDP must cover the appropriate category of scooter or motorcycle you intend to hire. UK government guidance warns that travellers without the correct driving documents could face police action, so it is important to have both documents with you before setting off.

You must obtain your IDP before travelling, as a UK-issued IDP cannot be obtained once you are abroad. A 1968 IDP is normally valid for three years, or until your UK driving licence expires if that happens sooner.

Traffic in Pakistan drives on the left. When riding, keep to the left unless overtaking, overtake from the right and follow lane markings, traffic signs and signals. Give way to traffic already on a roundabout and always follow instructions given by traffic police.

Motorcyclists and their passengers must wear helmets, and motorcycles should carry no more than one pillion passenger. Use your indicators and mirrors, avoid weaving between traffic and maintain a safe distance from vehicles ahead. Using a mobile phone while riding and riding under the influence of alcohol or drugs should also be avoided.

Take particular care when riding outside Islamabad. Road surfaces and driving standards can vary considerably, and mountain roads may be affected by landslides, snow and severe weather. Reduce your speed to suit the conditions and check the latest road information before longer journeys.

Do not assume that comprehensive insurance is automatically included with your scooter hire in Pakistan. Motor third-party insurance exists to cover liability towards other people, but this should not be confused with cover for damage to the rental scooter, theft or injuries you suffer yourself.

The level of insurance included can vary between rentals, so check the booking conditions carefully before confirming. Look for details of third-party liability, damage and theft cover, the amount of any insurance excess or security deposit, and exclusions that could leave you responsible for additional costs.

You should also check your own travel insurance before riding. Standard travel insurance does not always cover hired scooters or motorcycles, and policies can impose restrictions relating to engine size, licence entitlement and protective equipment. Make sure your policy specifically covers the type of scooter or motorcycle you intend to ride.

There can be additional charges on top of the advertised scooter hire price, depending on the rental terms and the vehicle you choose. Always check exactly what is included in the quoted price before completing your booking.

Possible additional costs can include a security deposit, insurance excess or optional additional insurance, extra equipment, an additional rider, late-return charges and fees for extending the rental period. Some rentals may also have mileage limits, with an additional charge if you exceed the agreed allowance.

The amount and type of additional charges vary between rentals, so check the booking conditions carefully. Pay particular attention to the security deposit, insurance excess, fuel and mileage policy, what equipment is included and the conditions for returning the scooter. Any compulsory charges should be identified before you confirm and pay for your booking.
