Considerations Before You Ride in Russia
You need a valid driving licence that covers the type of scooter or motorcycle you want to hire. For most conventional scooters and motorcycles, this means having the appropriate motorcycle entitlement rather than relying solely on a standard car licence.
If you are travelling from the UK, you should take both your UK driving licence and a 1968 International Driving Permit (IDP). The IDP accompanies your normal driving licence rather than replacing it, so you should carry both when riding.
Rental companies may also have their own requirements, including a minimum age or a minimum period for which you must have held your licence. Check the conditions for your chosen scooter carefully before booking.

GOV.UK – International Driving Permits
Yes. Scooters and motorcycles are not permitted everywhere, and lower-powered mopeds may be prohibited from faster roads where they cannot safely meet the required traffic conditions. Always follow local road signs and access restrictions.
There are also restricted military and border areas where visitors cannot travel without permission. Security measures can change at short notice, particularly in regions close to Ukraine, and local authorities may introduce temporary restrictions on movement.
If you are exploring beyond Moscow, check the latest conditions before setting out. Road conditions can be unpredictable, particularly outside major cities, and temporary closures or additional security controls may affect your planned route.

A fastened motorcycle helmet is compulsory when riding a scooter, moped or motorcycle in Russia. Passengers travelling on a motorcycle must also wear a fastened helmet.
Other protective clothing such as a riding jacket, gloves, trousers and sturdy footwear is strongly recommended, particularly given the variable road and weather conditions, but it is not generally compulsory in the same way as a helmet.
Whether a helmet is supplied depends on the rental company. It may be included with the scooter or offered as an optional extra, so check your booking carefully, particularly if you also need a helmet for a passenger.

Yes. The legal minimum age depends on the type of scooter or motorcycle. You must be at least 16 to ride a moped or light motorcycle up to 125cc, provided you hold the appropriate licence.
For larger and more powerful motorcycles, the minimum age is 18. However, being legally old enough to ride does not automatically mean you will be able to hire a scooter.
Rental companies can impose higher minimum ages and require you to have held your licence for a certain period, so always check the individual rental conditions before booking.

Yes. If you are travelling from the UK and intend to ride a scooter or motorcycle in Russia, you should have a 1968 International Driving Permit (IDP) as well as your valid UK driving licence.
The IDP does not replace your normal driving licence, so you need to carry both documents with you when riding. You should obtain the IDP before travelling, as you cannot get a UK-issued IDP once you are in Russia.
Your UK licence must also contain the correct entitlement for the scooter or motorcycle you intend to hire. Rental companies may have additional documentation requirements, so check these before booking.

Yes. In Russia, you ride on the right-hand side of the road and should keep your headlights on while riding. Speed limits and restrictions are widely signposted, so pay particular attention when moving between city streets and faster roads.
Traffic conditions can be challenging, particularly around Moscow and other major cities. Road quality can also vary considerably outside urban areas, and the UK government advises taking extra care because road conditions can be unpredictable.
Traffic police carry out roadside checks, so keep your passport, driving licence, International Driving Permit and rental documents with you. Weather can change road conditions quickly, and avoiding unfamiliar roads at night is sensible when travelling outside major cities.

Your rental should include the basic insurance required for the scooter to be legally used on the road, but you should check exactly what protection is included before booking.
Basic cover does not necessarily protect you against damage to the rental scooter, theft or every type of accident. You may also be responsible for an excess if something happens to the vehicle.
Russia presents an additional complication because UK travel insurance policies may not provide cover when travelling against official government advice. Check both the rental insurance and your own travel insurance carefully before making any arrangements.

Possibly. Depending on the rental company, additional charges may apply for extra insurance, additional riders, passenger helmets, accessories or delivery and collection.
You may also face charges for additional mileage, late returns, missing fuel or damage that is not covered by the insurance included with your rental.
A refundable security deposit may be required when you collect the scooter. Payment options in Russia can also be complicated for overseas visitors, so check how the rental company accepts payment and deposits before booking.
